Please help advise where and when this one was made.

I think your paperweight was made on the island of Murano near Venice as it is a design of theirs I have seen quite often with other types of flowers in the "portholes".  As regards age, it is sometimes difficult to date weights accurately but my personal feeling it is not very old and I would guess made within the past 10 - 15 years.
Other people may be able to give you a more accurate assessment and I will be interested to see what comments are made

Certainly Murano.  I would give the age as 1970s - 1990s...but this is not rocket science!
