Anyone have an ideas as to maker of this nice Oriental Monk?

I was expecting some cheap Chinese piece but this is not. Well made and I have seen something with this blackface before but can't remember who or what.

Yes, it doesn't show well in the photos, but the body is two layer sommerso,, blue and clear glass...very well done...
