Title: this is not a vase? is it? - ID = plant waterer

Hello,
I found this strange vase and I hope someone will help me to find out about it...
is it vichy? or murano?
it is blown glass
about 40cm length
but it does not stand
the base is completly round
is it suppose to lay down like this or is there a stand?
