They are offering me this crystal figure, but before buying it I would like to know the author or manufacturer.
Does anyone know something?

I think this is lampwork, and unless it is signed I think finding out who made it, or even where, might be almost impossible.
Lampwork does not require a large facility for melting glass - it is made using blow-torches and rods or canes of glass, it is something anybody could try to make at home, almost.
However, a talent for working with hot glass is needed to make something as nice as this, and it requires skill.
One of the nice things about glass, is that no matter who made it, or when, a nice bit of glass is always a nice bit of glass.
If you like it, it is your choice to decide if you want to pay the price asked or not.
It's a nice, decorative thing.
The mirror it is standing on might indicate that it is not very old. :)
