There's a smaller Wedgwood piece in the same colourway here: https://www.glassmessages.com/index.php/topic,43208.0.html

Size?

A long shot might be Avondale in West Wales, only ever seen their work with plastic labels - no signatures so far. They make some paperweights that can be confused with Wedgwood weights and use colours in this same way.
