I can see why Sue thought ceramic......that was my first thought too. I tried to enlarge the base picture but it got a bit fuzzy, but it did make me think I'd give it the benefit of the doubt.
Please post a picture of the vase up against the light, and one showing the inside.
It's an attractive piece.....look forward to finding out more about it.

Is it cold painted?
It is very hard to tell when the pics don't blow up much.

I thought it looked cased.....particularly in the second pic.....the middle of the proudest part of the foot rim. It didn't look like surface decoration, but it is hard to tell from the pics.

I thought if it was glass, that it might be very new work and cold painted on the surface - it's not terribly shiney and the colour doesn't look as if it goes deeply inside the vessel.
Like the cold-painted stuff by Hebron in Israel. :)

It is easy to see what something looks like when you have it in front of you, you can see what the photograph is supposed to show.
All we have is the image and when we don't have the real thing to guide our interpretation of the image we can make a lot of mistakes.
The yellow base, with the dark surround looked decidedly ceramic. And there are ceramics that look like this vase. :)
Glass is difficult to photograph well. ::)

Glass is a difficult subject and we all struggle with trying to work out what something is really like just from photographs.
We like to see a profile image, an image of the base and an image of the rim.
And another of any particular detail you might want to show. You can add up to 4 images in each post.

This is definitely a look you see more in ceramics.
From the pictures, it appears the inside is white and the bottom yellowy cream? If that is right, it may have been cased in a thin layer of Amber coloured glass. You may be able to see on the top edge, where the white meets the rim, when you hold it up to the light and look with a good magnifier.
What sort of wear marks are there on the base?

Indeed, use was made of two layers of glass, a white and a slightly yellowish layer.
Because the vase is painted this is very hard to see.
Regarding the wear: Small scratches are visible on the edge of the somewhat hollow base.

for some reason I think this could be Belgian.
The shape, the white lined interior which I think they also did.

can you resize your photos so they come out at 650 pixels or 600 pixels and then they should enlarge so we can see the decor?
I was thinking a maker like Scailmont maybe?

This piece, attributed to Scailmont, has a good rim picture but sadly no base shot. It does appear to have a thin Amber casing. Maybe OP could compare the rims to add to the clues

ah what's really throwing me is that the coloured decor layer is only around the outside of the vase, nothing showing on the foot of the vase. It's weird not seeing the decor layer on the foot as well.

I thought that would point us in the right direction for a maker, as it is unusual, so it's a shame the base is not pictured on that one.
Someone will have seen a base like that.......

On the few I've looked at the decor is on the base.
It's weird not seeing it and just seeing the interior white layer with the exterior amber over it.
