Hello,
I have only come across the TVG signature for Teign Valley Glass, the initials on the left apparently stand for Ian Hankey but I don't know if this is correct, you might want to check up on that.
Some examples show this model as a scent bottle, in that case your piece is missing its stopper.

Definitely TVG and Ian Hankey, another of his monogram signatures:
If the inside of the neck has been ground then it will be missing a stopper.

Thanks for your message, I've had a look and it doesn't have a ground out neck interior so maybe just a bud/spills vase rather than a scent bottle. The interior of the neck is smooth like the exterior and probably wouldn't get much purchase on a Stopper.
