Title: Cased Cranberry Glass Dish with ground bottom - Any idea of the maker?

This dish is about 10.5" in diameter.  The bottom is rough ground. 
I assume it is quite old because when I found it the dirt on it was embedded and a lot of work to remove. 
I would like to determine the maker and any other information regarding the piece.  I appreciate any insight that can be given.

Almost certainly Bohemian. Perhaps Harrach
