I can't see enough detail, but I really do not think so.  :)

The blues used did vary, but the handle there is far too kingfishery blue. I can't make out the texture in the glass itself, but it doen't look right from what I can see.
The pontil scar is wrong, but on this sort of item, might have been weird, but that isn't a kind of scar I have ever seen on Mdina or any other Maltese glass.

I agree unlikely Malta but sorry can't offer anything more positive at present, not a clue.

There was some nice quirky stuff coming out about 15 years ago. But I don't know if any of those were sophistcated enough to have handles like this applied.

Is there writing around the scar? Or is it just scratches?

No writing, it is the same as the pontil scar. Found in Devon so I am now wondering if it could be an unsigned item from one of the glass producers there. (apologies for late response)
