I'll have to update with measurements as I cannot find my notebook with this in it at the moment but I've been unable to ID this for about the past year other than expecting it is victorian.  It does glow under UV having uranium content (If I recall correctly the body does but handle doesn't).  Ground and polished pontil.

This combination always makes me think of Walsh Walsh.

Although there is discussion in this thread of that combination perhaps being Stevens and Williams:
