It reads:-

Kosta Boda
Artist Coll.
K Engman
89066

The design date is given by the second and third digit of the number 90 = 1990.  Kjell Engman was the designer.  The Artist Collection surprisingly does not indicate a limited edition but that they considered certain designs to be "outstanding" and desrving of being declared as special.  Originally only Bertil Vallien and his wife Ulrica Hydman-Vallien were gramnted the kudos of being part of the Artist Collection.  First mentioned in 1986 it no longer appears in the 1998 catalog.
