Title: Possibly Arculus cut down stopper or weight

Hello
Purchased this out of curiosity.I believe it’s English but not sure which glass works.Thought maybe Arculus.
Also there is a pontil scar or is it a stopper scar.I’m not sure.
It’s a large stopper if it is as the weight measures 3.5”.There is a flat outer base edge with a lot of wear.So it’s been like this for awhile.
Any help much appreciated.
