Title: Who made this decanter with decorated stopper.

I wonder if anyone might know the maker of this decanter?  It has a nicely polished pontil, cut facets around the base, and the stopper has been engraved with the same pattern as the body. All of which suggests a good glass firm.
Any suggestions which one?  Any ideas?
