Help please to confirm if the signature on this piece of glass is genuine or not.

It was one of a few car boot finds today. Not sure what it is but it looks like where you anchor up your boat.

Height 3.5"
Weight 765gm

I wonder if it was something made for (or for sale at) DOC Livorno, the port operator, Roy?
