Title: Old green glass vase, cut surface, very strong uranium. Any idea who made it?

The vase is a mystery. It has age. The uranium effect is strong. The surface is not smooth as you'd expect from usual making process, it looks like it has a finely cut surface. slight depress in base and a snapped pontil.   
Any thoughts?

@ more photos to show surface and thickness. The vase is 11.5 inches tall.

The surface looks as though it is battuto cut on the second to last photograph.  Really striking and elegant vase :)
