Title: What is this federal glass piece??

I just picked this up at a Goodwill and have been searching all over the internet and can't figure out what it is.... What is it used for? I would love any kind of info I can get!!!  What is the print on it? Anyone know what year it was made?? It is 8" across and 4.5" high (from the base to the top of the handle) Thanks!!!

Probably designed by Georges Briard. My book doesn't give the pattern a name.
