Blue opalescent candle holders - ID: Fostoria Seascape #2685

I don't know where to begin searching for the origin of these candleholders.  Each is 4" in diameter.  The glass does not react to UV light.  The bottom rim is ground and highly polished.  Any suggestions?  Thanks for looking.
