I don't know much about this type of glass, but have a small vase with a similar finish in my collection.

Thanks so much for the welcome and the info Michael!  The info you linked was much more than expected.  My wife's suspicion was that the enamel was too amateurish for the glass and applied at some later date but apparently not.
