the bottoms of those handles look to be just a little overdone - on C19 pieces the final squiggle doesn't normally appear quite like that.
The other thought I'd offer is that the pontil scar looks possibly as though it might have been created by breaking away from a hollow pontil road - when cracked off, hollow rods tend to leave an irregular, but circular looking scar rather than a solid break. If correct, this would suggest a non-British origin.
Could well be threaded glass decoration, but if very irregular then presumably not machine threaded.
Top down handles are usually defined as occurring prior to c. 1860 ish - but am sure there are modern copies meant to deceive - but in any event I don't think this would be early Victorian - late perhaps, but not early.
