This was bought for research purposes  ;D it's not really my thing and I now have a cut overlay vase that I particularly love, so this one possibly isn't going to be staying any longer but I would like to know something about it.
The base third of this is pale blue glass, the top two thirds have a thick deep blue overlay on, which is cut through to clear.
So... how was this made?  Was the whole thing clear, cased pale blue, cased dark blue and then cut to pale blue on the bottom third, but cut through the dark blue and pale blue to the clear on the top third?
Is this what is called Intaglio?  It is very deep cutting as far as I can see.
Date wise, the flowers are stylised and look art nouveau to me.  Would that fit?
Any thoughts on who may have made this would be gratefully received. I have assumed Bohemian.  From the minute amount of knowledge I have and looking at others around on the net, it looks quite a good one?
The base is polished flat and it measures 11.5cm tall (4 1/2") x 13cm diameter (5 1/4")

thank you  :) I'm an idiot, of course art deco not nouveau, so do the dates mean not Bohemian but Czechoslovakian?
Was I using the right terms on how it was made in terms of the overlay and cutting?

Well, the vase could be made in that time area, but that doesn't immediately make it art deco. The floral patterns were more used in art nouveau/jugendstil objects than in art deco. Some even would say that these graphic, natural designs make it obvious that it's NOT art deco.

It's more credible that the vase is neither art nouveau nor art deco, but just, well... flowers cut in glass. The cutting seems quite fine actually, so I wouldn't call it a "cachepot", like some austrians might do :)
It is very likely however that it's just a nicely executed example of bohemian "tourist" glass.

The cutting of the leaves resemble those of a glass I have in my collection, which I still have no clue on when and where it was made. See the pictures in my earlier post:

Thanks  :) actually I do think it is a cachepot as Thomas says, cachepot being a plant pot.  This is certainly, I would guess, what this has been used for looking at the wear on it (and certainly what I am going to use it for  if it doesn't sell ;D )
Interesting that this is standard tourist stuff, it does appear to have two layers of colour on top of the base clear glass and be deeply cut through both.  It's very thick and very heavy, 7mm at it's widest, but it certainly seems to have been used with complete abandon.  The scratches on the base are the worst I have ever seen.

I'm resurrecting this thread  :) with a gentle bump. 
I've come to really like this vase and I think I appreciate more now, the work that has gone into it.
Can anyone help further on whether this might be English or Czechoslovakian please?

I've just been looking through Truitt's Bohemian Glass 1880-1940 and came across pp39 where the work of Eiselt (Rudolf Eiselt) is shown in a number of catalogue pages from 1937. One item looks remarkably similar to mine in shape and cutting and the decoration looks similar to that on others as well.  I think he might be a possible definite contender as refiner.
