Three sided decanter?

Know very little about decanters(or any glass it seems)has some wear and a moulded base,any clues anyone??Keith.

I would expand that to "Eastern Europe" - and include Hungary, Serbia, Russia and a few other countries where such flashed wares are made. Timewise I'd say last quarter 20th/ first quarter 21st century.
