It is a Salviati merletto underplate or saucer -- which depends on the size. The design is from the 1880s. It may have been reproduced later. I am not sure if it was or not. The merletto pieces that I have handled have all been signed and had the design numbers (as yours does).

BTW, merletto means lace. You can definitely see why they were called this.

I believe it is actually called decorato a merletto - as merletto glass by itself implies a filigrana decoration which is inside the glass; decorato pieces are enameled. I fully agree with the circa 1880 date, and there may have been a goblet to go with it at some stage. Very nice piece - I would have fallen for it, too.
