Any ideas on this item with bird base? Imperial Glass?

Hello, I picked this up at a flea market but am having trouble finding out manufacturer and even what it is. Is it a goblet or vase or what? Any information is greatly appreciated. Thanks

have you tried it under blacklight/UV light, might get a reaction
