Unknown studio glass pedestal bowl - any ideas please?

Hello,

I bought a group of three studio glass pieces last week. Having identified two of them, I'm left with this very large pedestal bowl in tinted blue with applied loop foot (10.5" tall, 13.5" diameter). It seems to be dated 96 on the base, and also has a monogram which to me looks Eastern European at a guess. Does anyone have any ideas as to the maker please?
