Frosted bands centrepiece with flower holder

Saw this at Ardingly earlier in the week. It looks very like the Molineaux Webb late 1860s frosted bands registration, but is unmarked. It's a large size, and the silly silver balls were added by the seller! I didn't buy it but was intrigued. In discussing it with some Manchester collectors, there was a suggestion it could be Baccarat. Any opinions?
