Wild guess....real wild...but could the second name be:  S. C. karlsen....prehaps they over-lapped the C on the S when they wrote it....just a guess

The shape and controlled bubbles suggest Swedish or Norwegian to me,
the names don't really ring a bell, then again I know next to nothing about
scandinavian engravers.

Found details for a Danish glass artist called Jørgen Karlsen, although it's unlikely to be the same (possibly) J. Karlsen as signed on the vase, as this one seems to work only in kiln-formed glass.

My own instinct is that the vase may be European - the shape and controlled bubbles remind me of vases I've seen that pop up regularly on German eBay.
