Actually, if you look closely, this is not 'left' or 'right' drive. The rod is attached on a center strut, which means it is a 'center' drive!
The wheels might be better able to date it than anything else.
I have seen open salts that were victorian era that have a very similar (but not exact) spot pattern. Tough to tell with the metal frame in the way.
It could be Walsh Walsh, or Powell, or Richardson, or Webb, or, or, .....
It is most definitely English and all I can say for sure is that I want to buy it!!!
