Heavy half pint glass who and when?

Hello found this strange half pint glass which is very heavy and has a deeply concaved base.  It also looks to be double based (sorry don't know how to explain this) the first bottom is 3.5cm higher than the physical base.  Does that make sense.  Handle goes to the bottom of the base which is air bubbles in it.  The mark on the base unfortunately is a scratch.  Could anyone tell me where this one is from please and approx age.  Thinking about 80--90s
