I think these are probably both Belgian products - maybe early pieces, meaning 1850 - 1880. There were many glass factories in Belgium, the best known paperweight producer being Val St Lambert. VSL often used torsades around the edge, as seen in the first image, and solid colour grounds, as in the second - but the quality looks to be rather poor for a typical VSL piece. The main VSL factory (Seraing) tended to use heavy lead crystal, and the bases often have an obvious groove between the design and the clear encapsulation. Their other factories usually used lighter weight glass, and the quality of the paperweights is not usually as good. But there were some smaller factories in Belgium who made some paperweights in the 19th C too, including sulphides.
