Blue Fluted Vase

This is a pretty blue vase. measuring 20.4cm height.  the top dia. 9cm and the base 6.5cm dia.  The base is polished but has uneven round rippled rings.  The vase appears to be blown as there is a very small concave pontil.  This may not be clear in the pictures.  Can anyone identify the originator of this vase.
