No idea who made them but I like them and would say they are 60s/70s due to the long necks, they remind me of the pottery versions produced at that time with similar features.

I think they're charming...  especially as a pair.  A great find, Rose...  but don't know who made them  :-\

I was the winning Bid at the local sale for them -- a whole $10 for the two.

*BUMP*
While I was rooting around -- I did come upon a site about RAINBOW ART GLASS that had made cats.  They are similar to my post here -- but I do NOT think mine are Rainbow Art Glass.  I just thought I would add the link here of those glass cats, so that others can maybe reference to this/and there too.

This link has info and a pic of the Label from RAINBOW ART GLASS:
http://www.timeinabottle-artglassandpottery.com/rainbowartglass.html

MEOW - Nice Glass Cats...

The heads of mine look the same, but alas, the body is not -- but still a good link to have here about Glass Cats....and the (possibility) that someone else Cat COULD BE/MIGHT BE Rainbow Art Glass...plus it has the label (design) but in case label goes missing -- as least we also know the shape of the label from their.  Says there too that VIKING GLASS had acquired RAINBOW ART GLASS...

Wish my cats were them ...

Rose - I have updated the thread title but only to give the country and "maker not confirmed". Maybe Rosie's Ekenas thought will get some more input.

I have a very similar shaped  Reijmyre cat,  but it has got a lot of detail engraved on the face.
