at first I thought Borske Sklo - one of the designs from the 'Optic Range' in Mark Hill's book  -  it has very pronounced raised design on the inside, but smooth on the outside.   Now I really don't know  -  somehow the base doesn't seem right, it does have the crossed lines to indicate a mould - albeit very feint - but it's those bubbly circular impressions that I'm not sure about.     About 11.5"/290mm tall (it's a very substantial piece) - some wear - and good strong amber colour.   Top rim is ground/polished /bevelled, so there is definitely some quality there.   If anyone does have any ideas, please do let me know, and thanks for looking. :)
