Looks like the bottom half of a Krosno tumble up, carafe & tumbler set. TKMaxx had these in a year or so ago...

I agree with Anne -- the bottom half with the mushroom-type bubble is very 'Krosno' style.  See here for examples of glasses and tumblers:  http://sklep.krosno.com.pl/linia/10,12/Saga.html

By the way, IMHO Krosnienskie Huty Szkla make beautiful, usable glasses, carafes, vases... they give a classy touch to any home.  :)
