Blue with Icicles - Polished Pontil - Maker?? Help!!

Saw this piece at an antique mall today and all I had with me was my phone... so, sorry in advance for the image quality.  Vase measured approx 6 inches in height and had a nicely polished pontil.....  Not the most elegantly executed piece, but I found it quite interesting.....

I could not place having ever seen an example like it.....  closest I had seen was a Kralik decor referred to as Vulcan. (last pic)
Any help will be appreciated on this one... even WAG's are OK....   :thup:
