Bohemian? roemer id?

In the States this type of decoration is generically called Mary Gregory, though I doubt dear Mary evr dreamed of painting something like this.  Is this Bohemian, and can anyone suggest by whom, or just another from a lesser glass house?  Thanks for looking.
