help interpreting Mdina marks

I bought this at a boot sale this morning and I'm wondering if anyone can help me interpret the marks on the base. I think it's a combination of pattern and datecodes but I can't work out which is which! Any suggestions would be appreciated. Oh and it's 9 inches tall.

The plastic label puts it in the '90s.
I don't know what the numbers mean at all.
