Murano? Clear Glass Penguin Compote Glows Under Blacklight

Does this compote with a penguin base look familiar to anyone?  The only thing I can think of is Murano.  The piece is clear glass but glows all over under a black light.  It has a large "captured" bubble in the bottom.  I think it does have some age due to the amount of scratching on the bottom.  It measures about 7 inches tall.  I love this piece but have no idea what it is.  Any help would be greatly appreciated.  Thanks.

It's not a penguin, it's a bird - and it's rather pretty!  It looks Seguso-ish to me, but I'll leave it to one of the Murano experts as I can't tell one bird maker from another really.   :)
