Female Torso Vase maker?

Does anyone know who might have made this young lady?  :-[
My searches indicate Italy, but I am not convinced.
She stands 10 inches tall, and weighs almost 4 lbs.
Is there a name for the stringy style?

The stringy stuff is usually called 'trailed' or trailed glass/trailed decoration, it is formed with a thin thread of molten glass draped over the surface. Can also be called random strapping.

I suspect the vase is contemporary and made somewhere that currently mass produces glass, possibly China. I am fairly sure I have seen these for sale locally in TK Maxx.
