Strange Overlaid Bohemian Chalice or pot - What is it ?

Any ideas what this is ? A purple overlaid cut glass part, on a metal (copper? ) base, weighted with a leather cover,
ornate metal collar, and a thin domed metal lid ?
I would think c 1860-80 Bohemian origin.
21cm tall.
Any idea what its for  :-\

Thinking caps on  :D
