Etched/cut plate with figures & flowers Scandinavian maybe?

Bought this in the carboot January sales forgot it was still dark at 7.30 not really my thing but for £1.25 someone put a lot of work into it. Not a clue except the cutting reminds of the type seen on Orrefors type vases? Maybe a clue in the style/dress of the figures maybe.
Quite large 11" across but shallow at 1" high, quite thinly blown not a heavy chunky piece despite the quite deep cutting.
