Amber to clear cut overlay glass lamp - large

I'm pretty sure this was supposed to be a lamp base originally and isn't something that has been adapted.  Trying to work out what went on top is another matter.  I think it probably should have had a flat metal cover with the lamp holder in the middle and a metal holder for the shade I guess.  But I don't have those  ::) just the base.
Any thoughts on who please?  and how old?
It has a star cut base, very nice and deep cutting through to clear, heavy amber layer.  Measures 23cm tall by 14.5cm at rim.  Hollow all the way to the base, blown from the top and cut, bevelled on both sides and polished rim. 
At the point where the cut out for the wire is, the overlay has been neatly finished with a slight deliberate crease it looks like.  The cut out is angled across each side, rectangular and looks deliberate rather then just being a hole drilled in.
