Bowl with distinct "bobbles"

I've often puzzled about the item in the pictures. The light green colour seems quite modern, and the splodges of dark grey and yellow also seem to come from a modern colour palette. The casing is very clear and the bobbles are entirely in the external clear material. While the inside is much smoother than the outside, it is raised slightly at the same spots that the outside peaks occur. The item is quite heavy and base is polished. It is 14cm high by 14.5cm diameter.

Two questions: Who might have made it? How is such a thing made?
