Can you identify this Bud Vase please?

Hello,
I have a bud vase - it is about 7 inches tall and has 3 layers of glass. A thick clear outer coating, a middle coating of spatter and an inner white coating. Can anyone tell me about its probable origins? It has ridges on the outside that become individual legs. There are no marks that I can see. Please see attached pictures.
