6" (15 cm) Diameter Cut Green Dish - European? Moser Perhaps?

Hello - This is a 6-inch diameter (15 cm) dish it has been suggested was made by Moser or Harrach.  I am in the US and a couple of makers here might be possible but I'm trying to rule in or out European origin first.  I believe it was cased in green and the designs cut through.  Regarding motifs cut to the rim, were there any European cutting companies who were known to do this? 

There are subtle panels to the uncut or smooth side of the dish, which I did not notice until I received the piece. 

Only one small photo can be included.  I have many more.

Any suggestions research wise would be appreciated.  Thank you.
