Green Optic Ribbed Waisted Vase i.d

A very pretty green vase, ribbed, catches light great, with thick glob of glass to base, it has recessed base and ground and polished rim, any ideas. It measures about 21cm tall and 6cm rim, any ideas to age , maker?, thanks in advance    Simon
