Blown glass tulips

I am new here, but joined in hopes of finding out more about these tulips.  They were given to me by a friend whose mother had been given them by a German neighbor in the early 1940s who had gotten them as a housewarming gift.  I think I remember my grandmother having some too and she was a VERY German lady!

Three questions:
1. Are these German and Art Deco?
2. Can you suggest where I might find more out about them? Information resources?
3. How would they have been displayed?
