identification help ( vase ? )

Hi all , i am a collector of mainly drinking glasses and decanters , but someone has asked me to help I.D this piece (to be honest its totally out my area and i have no idea).
 it has no identification marks at all and stands around 9" tall -the piece hanging from the front has been coloured to look like bronze.

any help in identifying this piece would be gratefully received  :)

It looks Romanian. They seem to like "bronze" and glass

Dan Bancila is one name to look up.
the other might be Ioan Nemtoi and that might lead to other names.
