Who's label is this? Parts of it are missing. Kosta?

I can't make this label out for the life of me. Did lots of research but I can't figure it out. It is on a blue bent blown vase, and when I bought at the thrift store there was a tall floor vase the same color but no label. Thanks so much.

It says hand made quality. It is found on IKEA vases here.

You often find the same label on new Portmeiron glass.
