Hi lads and lasses

Can any of you very clever people help me identify this piece that I bought recently
I think I have a nice piece on my hands but could do with a little help.

Mdina me thinks or another Malta factory,

That's Mdina. From the '80s.
It's a strange colourway - I see it as red and blue,  but many folk seem to think it's orange and green.
