Crazy Glass Bowl Signed VB '99'

Crazy clear glass bowl/vessel with applied canes to the outer surface. Rather lopsided! Etched VB '99' Does anyone know who made it?

Has to be a studio artist that subscribes to the notion technique is cheap, I doubt they would sign something that they thought did not work. Probably not travelled too far so perhaps scour memberlists of glass artist societies for a match.
